Paper Vault was conceived and created at the University of Kentucky Libraries.  Paper Vault is a workflow along with strategies and suggested open source tools used to manage and provide access to digital newspaper content.  Paper Vault is flexible enough to allow for a little or a lot of metadata and simple or sophisticated technological infrastructure.
